Ex-NSF given 15 months' probation for upskirt videos | Singapore Informer

SINGAPORE: A 20-year-old has been sentenced to 15 months’ supervised probation for taking upskirt videos of a girl and possessing more than 1,100 obscene films on his laptop and mobile phone.

In the State Courts on Thursday (Jun 12), Gan Wey Ian was found guilty of two counts of insulting a woman’s modesty and possessing obscene films. Two other charges relating to the former count were taken into consideration.

Gan was a National Serviceman when the offence was carried out. As the girl is a victim of a crime of sexual nature, she will not be named in this report.

On Oct 10, 2014, Gan had booked out from camp wearing his green army uniform and was walking around the Tampines One shopping mall when he spotted the 24-year-old victim riding the escalator.

As he was behind the victim, he then proceeded to take out his phone to film a video from under her skirt. Two of the victim’s friends spotted Gan’s actions and confronted him.

A call was then made to the police by one of the friends.

After police raided Gan’s house and seized his phone and laptop, further forensic investigations revealed that a total of 1,127 obscene films were stored in both devices.

In seeking out an appropriate sentence, probation officer Gilbert Goh noted that a psychiatric report by Raffles Hospital had diagnosed Gan with impulse control disorder. The condition is characterised by a failure to resist urges that may harm oneself or others.
